A Cross-national Analysis about Feminization of Poverty:Focused on Work Strategy and Benefit Strategy

Abstract
This study investigated factors relating to the feminization of poverty focusing on benefit strategy and work strategy in 16 European countries from 1996 to 2011. In this paper, feminization of poverty means female poverty rate and gender poverty gap(the ratio of women`s to men`s poverty). This study found some issues. First, the mean of female poverty rate is 14.2%, but female poverty does not mean the gender poverty gap. Second, K-means cluster analysis produces 3 clusters(Olower benefit and work strategies and higher female poverty rate ¡àhigher benefit and work strategies and lower female poverty rate ¡àbenefit strategy oriented, higher gender poverty gap). The results of regressive analysis show that benefit strategy (family allowance, income maintenance) not in parallel with work strategy is likely to make worse gender poverty gap. Therefore, this study suggests that effective redistribution policies and improvement of condition in labor market need to be used together in order to decrease feminization of poverty.
